Pixelmatters launches a new way to open your Tech Hub in Portugal
Today, we're excited to announce our new initiative: Tech Hubs by Pixelmatters.

Bruno Teixeira
CEO

We recently introduced Tech Hubs in Portugal — a fresh and product-driven take on the BOT (Build-Operate-Transfer) model to launch or expand product design and engineering teams in Portugal 🇵🇹 without spending months setting up a local entity, recruiting, or operational overhead.
Serving as the perfect timezone bridge, Portugal has been welcoming big tech players such as Revolut, Zendesk, Datadog, Cloudflare and, most recently, Upwork. And we believe we’ve built the right model to support other tech companies to follow suit and leverage the multiple benefits of setting up a hub in Portugal.
Rather than approaching this as traditional outsourcing or a rigid BOT structure, we designed a practical path for companies to establish a Tech Hub, R&D Hub, or Center of Excellence in Portugal while delivering real product work from day one.
Pixelmatters always had a culture that stands for high-quality standards and a commitment to building teams that care deeply about the outcome. More than a decade crafting digital products led us to:
A strong presence in Portugal with deep local connections, including top universities.
A powerful reputation as a leading digital product studio in Portugal and a great place to work.
More than 80% of our clients are US-based tech companies, supporting strong cultural alignment.
On-demand product teams that blend design, engineering, and product management.
When partnering with Pixelmatters, our clients work with people, not a vendor. We show up as teammates who care about the craft and the quality of the outcome. Here's what we never compromise on:
Smooth integration – We plug into our clients' tools, rituals, and workflows, share the same goals, and keep communication simple and regular.
Bias to action – We act when something needs attention. We raise issues early, propose a fix, and write decisions down so everyone knows the path forward.
Quality by design – Quality is built into how we work, not checked at the end. Reviews, continuous integration, release health, and short learning loops keep standards high without adding noise.
We're proud to have partnered with household names in the tech industry — and continue welcoming new ones.

We build hubs, not headcount. Traditional outsourcing and many BOT models are optimized around scaling capacity. The more people involved, the more hours are billed. Incentives often favor headcount growth rather than meaningful product outcomes.
A Tech Hub, Center of Excellence, or R&D Hub by Pixelmatters operates under a different logic. It is about building hubs that actually move the needle for businesses, with teams responsible for shipping meaningful work and contributing to the product’s long-term evolution.
Our approach reflects that difference.
Across every dimension that matters, like incentive, talent, ways of work, culture, AI adoption, local establishment, and scaling flexibility, the contrast is stark. Traditional outsourcing is built to grow headcount and bill more hours, leaving talent-vetting to the client, operating with loose processes, and treating AI as an afterthought.
Pixelmatters is built around the opposite logic: our incentive is to deliver product impact at high velocity and to the best quality standards. We vet talent through rigorous interviews and a solid performance evaluation framework. Our teams work with clear delivery processes and strong chemistry, supported by senior talent. We operate with accountability and a quality-driven culture your local team can build on.
And we are AI-Native, integrating it into workflows to meaningfully boost impact and efficiency. When it comes to local establishment, we don't leave clients to figure it out alone: we introduce trusted local partners and support the journey. Finally, scaling is never slow, rigid, or commercially punitive as capacity adjusts deliberately to your needs, within an engagement baseline that works for both sides.
Building a Hub rarely follows a rigid path. Some organizations are exploring the idea for the first time. Others already know they want to establish a larger presence but want to avoid months of setup before any real work begins.
Our approach is simple:
Start by shipping real product work and build momentum.
Scale the hub deliberately whenever you’re ready.
Own it, on your terms and your timings.
We designed the model around three simple stages.
Before committing to a full Tech Hub, R&D Hub, or Center of Excellence, you need proof. We stand up a dedicated, cross-functional team, spanning Product Design, Software Engineering, and Product Management, and start delivering from day one.
No local entity required on your side. The goal at this stage is simple: integrate with your product organization, ship real work, and validate that the model performs.
This phase is designed to de-risk the bet. You get a vetted, on-demand team working inside your product, with quality guardrails in place and 30% to 40% discounted pilot pricing to match the exploratory nature of the engagement.
Velocity, collaboration, and product impact become visible quickly — long before larger structural decisions are required.
Once there's conviction, you can start building for permanence. You begin establishing your local presence in Portugal — typically by opening a local entity with the support of trusted partners. We help by making the right introductions and connecting you with experienced operators in the ecosystem, so you're never navigating it alone.
Meanwhile, Pixelmatters keeps shipping.
Our team scales deliberately to act as your delivery counterpart in Portugal, ensuring there is no productivity gap while you focus on the operational foundations of the hub: hiring, structure, and local governance.
Product momentum continues while the hub takes shape.
When your organization is ready, you can take ownership at the pace that works best. During pre-agreed transition windows, you can selectively hire from the product team, ramp down external support, or choose to continue collaborating where it adds value.
The transition is deliberate. No forced handovers. No rushed timelines.
By this point, the hub is already functioning: the team understands the product, delivery practices are established, and the culture is embedded.
What you end up with is a fully operational Tech Hub in Portugal, built on a foundation of real product delivery rather than theoretical planning.
This is the model. Clear enough to follow, flexible enough to fit reality.
UJET.cx, a global cloud contact center platform, partnered with Pixelmatters to establish and grow its Portugal hub. We stood up operations quickly and are now running multiple product teams, with more than 20 people involved, and helping UJET in various high-stakes initiatives for the business.
While the team is still expanding and UJET is laying its foundations in Portugal, the focus remains the same: de-risk setup, protect quality, and help UJET grow its business.

How fast can Pixelmatters get a team live for a Tech Hub in Portugal?
Typically, within 4 to 8 weeks with staged onboarding. We accelerate the start by plugging in our internal team while we recruit. Our strong employer brand gives us access to a pre-vetted talent pool, so we can ramp quickly while maintaining quality standards.
Who is Tech Hubs in Portugal for?
Mid-market to enterprise product companies (often B2B SaaS or platform businesses) that want a governed path to a Portugal hub, prefer multidisciplinary product teams, and value North America/Asia–EU time overlap and cultural alignment.
Is a local entity required to start with Pixelmatters under this model?
No. This model allows a client to start without creating a local entity.
How does the transfer part of the process work?
We plan and run the handover. That includes talent transition, potential hiring, office setup, compliance workflows, and operating playbooks aligned to the client’s culture.
Can the team scale down or pause?
Yes. The model allows teams to scale up or down based on changing needs.
How is Pixelmatters different from outsourcing vendors?
Unlike traditional outsourcing, we focus on de-risking the operational setup from day one, whilst laying the foundations for an autonomous hub with a smooth transition strategy. Our team becomes an extension of our clients, with full cultural alignment and a path to independence.
What legal and compliance support does Pixelmatters provide?
The legal and compliance frameworks are handled by Pixelmatters as the employer. We then provide guidance during the Own the Hub phase, which can include potential employees' transition to the local entity, labor law compliance, tax obligations, and regulatory requirements specific to Portugal.
How does the Pixelmatters' team transition to a client’s local entity?
We set pre-agreed transition windows. During these windows, eligible team members can move from Pixelmatters to the client’s entity. Moves are planned in advance, bundled to reduce disruption, and supported by us, so the employer change is smooth and continuity is protected. All moves occur with individual consent and in line with local law.
